I am a service engineer and have spare motherboards that have sat in stock ready to repair our client's systems.Our stock has now dwindled, and our spares for repairs have all failed with the same / similar issues.
The motherboards show that they get power (on board LED illuminates), however, they will not boot / hold power, or even provide enough power to warm the CPU's. We are using known good components to test (PSU, CPU, RAM, CMOS batteries etc).
