I've got a 48 port switch. I diagnosed a bit as much electrical knowledge let me, and looks like the issue around the buck/boost converters not passing trough enough power, because the device not posting, but the 230V->24V PSU is okay. I've tested it with an adjusted power supply too, it's same. boost buck converters giving some "struggeling noise" too.
